Hi and Welcome to the Community!!
I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Delete and Resend Service Books
3) Batt Pull Reboot
Hopefully that will get things going again for you! If not, then you should contact your mobile service provider for formal support.

I have no way to know what will or will not work. But this is a standard thing to try given your circumstances.

When you are waiting for a message on step 1 do you go onto step2 then wait for the message
No...as I said above, each step must fully complete before you proceed. If Step 1 (HRT) does not properly complete, then you fall out of the process and contact your mobile service provider for formal support.

What is the blackberry Internet service website
Some carriers make a BIS website available from PC/browser to provide an alternative to the on-device email setup wizard. I don't know if yours does or not...you'd have to ask them.
