Hi and Welcome to the Community!
Contrary to older battery technologies, these do not like to be fully drained...such has been known to damage the battery, including rendering it useless. But, to test, some things must be done...
Please try this sequence...note that, throughout the entire 4h15m process, your BB must remain connected to a known-good wall charger (not PC USB):
This has been known to "kick start" some BBs.
It is also possible that your battery or BB has experienced a problem...to test, this sequence is needed:
The results of this will indicate if it's your BB or your battery that has the problem.
Good luck and let us know!

Just completed the 4 hour 15 attempt to get phone to work, unfortunately still not working and LED still slowly flashing, are you aware of anything I can do just to get my pictures off the phone?.

Lacking a regular backup schedule, it is not possible unless you can get the BB to actually function and communicate with your computer. If you had stored your pictures on the Media Card, you could remove it and use a card reader on a computer.
You might also try this...it tends to be quite drastic though:
