I was connected to wifi and i opened bb app world
i decided to download any free app to see if it works
when i clicked download i got the following error message:
"your system administrator has prevented installation of third party applications on this device . contact your system administrator for details"
it also wont let me install apps from the computer

Is your BB a company phone?
If so, your company may have put a block on downloading and installing apps to the phone. If that is the case, you may want to talk to your IT department, as they are the ones who take care of that.

okay i tried alt + shift + delete but didnt work
i went to options > applications > third party > edit default permissions
made all the options to accept
restarted my device
still didnt work same error message
and when i try to download something it says
"the IT policy does not allow downloading third-party applications"

The most typical reason is that the device is either associated with BES now, or once was and the device was never properly cleansed of a restrictive IT Policy, and the BES admin restricted 3rd party app installs.
So, if you are on BES, then talk to your BES admin as they are in control.
If you are not on BES, then check for an IT Policy:
If there is one, then it is the likely cause of your situation, and would need to be removed. To prepare, see the Backup link in my Auto-Sig on this post. Then, refer:
Afterwards, do NOT do a full restore from your backup...instead, only restore what is required (e.g., Contacts, Calendar, etc.) but specifically AVOID any databases that have to do with Enterprise, IT Policy, or anything similar. If you restore those, the troublesome IT Policy will be dutifully restored to your device and you will be right back where you started.
