I have Blackberry data services with my provider Meteor, and they were working with my previous Blackberry 9900. I had to replace it and bought a second-hand 9900 which used to be an enterprise device on the Vodafone network. I unlocked it and am able to use the sim for calls and connect to internet via wifi, but I'm unable to activate Blackberry internet services. The Host Routing Tables are empty and I cannot register them. Also, in the email settings I only get the option to set up an Enterprise Account.
I've performed a full factory reset and tried to register the Host Routing Tables several times but nothing happens.

Finally, after all of that, with a strong carrier network signal (e.g., not merely WiFi), I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Delete and Resend Service Books
Hopefully that will get things going again for you! If not, then please again contact your mobile service provider for formal support. Please have them check very carefully as to why your BB cannot receive BIS from their network. There are several possible reasons (e.g., lost/stolen), and you may have to convince them to "dig deep" to figure out why. Do be aware that only they can do this research...no one here has any such access to do that research.
