Bold Drops Connection to BIS

I'm having the most frustrating problem with my Bold. Periodically, it will drop its connection to BIS. The data is showing full strength and 3G (with the blackberry symbol), however, no e-mails, bbm's, or application notifications will deliver. Once I initiate a data connection of some sort (mobile web or app), all the undelivered data comes through. I've had the problem in multiple US cities, but not overseas. AT&T has no idea whats wrong. I've wiped the handheld and reinstalled the OS, I've resent sevice books, done multiple battery pulls. Nothing seems to alleviate the issue. Last night to this morning, I had a 7 hour period of time where no e-mails were delivered when I knew I had recieved messages (they came through on my computer). I really have no idea what to do and am not getting anywhere with my carrier.
