The same as before:
"This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package."

Yes, sorry, I did do what it said in the KB (deleted the software, emptied the recycle bin and cleared the cache) and then re-downloaded the software but got the same error. Then I used the error message I the search engine and tried the things I mentioned in post 9, again with negative results.

Please check your PC specs against those listed here:
If you don't meet those specs, then you cannot continue with this particular version of the Desktop Software.
Further, please check this thread:
It starts with a process for cleanly starting over (including several important hints about known issues...please review these very carefully), and there is some discussion, and there is also a post (15) with links to older Desktop Software versions, if those are needed. Note that this is not, by any means, guaranteed to work...but it has worked for many to resolve issues they are having.
