This message is sent by the service books from your operator
Which invites you to upgrade the OS of your Q10
You can ignore the message but will continue to appear until you upgrade to 10.2

Ok I'll explain how to obtain 10.2
There is a program called Sachesi
Search it on google, I can not post the link for the forum terms and conditions.
You should look for the Country and Carrier of one of the operators that beyond the 10.2 released in your country.
You must place the country, operator, model and variant blackberry.
