After a device wipe have you login with your BlackBerry ID on your device ! Go to Options > Device > BlackBerry ID > please check .
Then first register your device with your carrier Network ,

Reboot your device by removing the battery while your device is Powered On , after reboot from your BlackBerry browser browse to www.blackberry.com/integrate and try to add the email account that you want.

Please try those steps again to make sure that service books are properly pushed by your carrier .
1- Register your Handheld .
2- Resend your Service Book
3- Then perform a battery pull restart like this while the device is powered On remove your battery wait for a min. then reinsert it back
Then go through that above link to see if it allows , If you still recieve that error then you have to Contact your Carrier to know about this issue.
