Cannot Send and Receive bbm to Curve 8520

Hi, I just came from Dubai and currently in the Philippines where I avail bbm promo through Smart. The customer service has changed my settings and has done too many reports to settle my blackberry issue wherein ?I cannot send message through bbm and it takes 3 hrs before I received a message from bbm

So, you've activated BIS and BBM isn't working. Try checking if you've enabled data services on your BlackBerry Curve 8520. Try referring to this article and let us know if it helps.
