Connecting Device to PC

When i connect my device to my PC via the usb cable, i hear the ding dign sound from widows, and then it sometimes give me an option of what i want to do like transfer pictures or whatever, and on my device it asks me if i want to use it as a mass storage device, i tried picking yes and no, the problem is that my desktop manager wont pick up my device when its plugged in.  Any ideas?
