The ‘Other’ category in Application Storage refers to the transient and persistent data that has been created by the system software and various applications. In your case this number is higher, this may be caused by an application that is installed/running, some applications use a higher number of transient data (Cached info, Temp files ect.)
I would suggest trying removing any 3rd party applications, reinserting the battery and then installing each one at a time to determine what application is causing this increase in ‘Other’ memory usage.

I would suggest backing up and doing a clean reload of the BlackBerry® device software as shown here: http://btsc.webapps.blackberry.com/btsc/KB11320. Please test before restoring any data to the device.
If this resolves the issue do a selective restore of essential data (Address Book, Calendar, Task, Memos, BBM contacts etc.)
