DTSW Application fails when starting up - Win 7 Enterprise x32

When i double click on application I get a message that BB Desktop SW has stopped working.  windows is trying to find a solution.  then that window goes away and then nothing. 

 

Tried uncompressing the installer before installing, launching the installer and DTSW as administrator.  nothing worked.

 

Windows Application event shows the failure below:
