Hi and Welcome to the Community!
Exactly as you have stated, I have never heard of that error message and can find nothing about it in the public KBs. Are you sure that is the accurate and complete error message, including all punctuation? Exactness and completeness is necessary to make searching in the KBs useful:
Beyond that, let us start with some basics...
1) Who is your mobile service provider in India? Your profile, on this site, says "student"...I doubt that to be a carrier name. You said you are using a Docomo SIM...but that doesn't make sense if you are in India, since Docomo is a Japanese carrier. Your selections would be among those on the official download portal:
2) Has this behavior only recently started? If so, what happened just before it began? A new app? An update? A Theme? Something else? Think carefully as the smallest thing could be causal...and attempt to undo whatever that was.
3) What OS level are you running?
4) Other than this issue, are all other services working fine? Voice services? Data (e.g., email, web browsing, BBM, etc.) services?
OK...let's stop with those and see what they reveal.
Good luck and let us know!

I recommend another OS reload, but this time perhaps with a different OS, hopefully newer, possibly from a different carrier...you will have to dig through the official download portal for OS packages for your model:
From a PC, you can install any compatible (e.g., for your exact BB Model Number) OS package to a BB via this procedure:
Note that while written for "reload" and the Storm, it can be used to upgrade, downgrade, or reload any BB device model -- it all depends on the OS package you download and install to your PC. If that OS package is from a carrier other than the carrier for which your BB was originally manufactured, then delete, on your PC, all copies of VENDOR.XML...there will be at least one, and perhaps 2, and they will be located in or similarly to (it changes based on your Windows version) these folders:
Be sure that you remove, from your PC, any other BB device OS packages as having more than one installed to the PC can cause conflicts with this procedure.
You may also want to investigate the use of BBSAK (bbsak.org) to perform the wipe it is capable of.
You may also want to try this procedure:
When the behavior presents, you know the culprit...the last thing you loaded.
If the behavior does not re-present, then you know that either step 1 or 2 cured it.
If the behavior presents no matter what, then you likely have a hardware level issue for which no amount of OS or software can cure.

The Blackberry Desktop software does not have Blackberry Device Software for the device that you have connected to the computer. Contact your wireless service provider or system administrator.
so i am not able to proceed...
and using desktop manager i tried to update my os. it shows like this
4.5Bundle 295(v18.104.22.168,platform 22.214.171.124)(currently installed)
4.5Bundle 205(v126.96.36.199,platform 188.8.131.52)(downgrade)

The most likely answer is that you did not delete the VENDOR.XML file(s), as specified in post 4 above.
With just the Desktop Software, most likely what is it offering to you are those OS packages supported by the carrier for which your BB was originally manufactured (as controlled by the on-device VendorID that was set at the factory). Deleting the VENDOR.XML file(s) bypasses the cross check between the carrier from which the BB OS package was obtained and the VendorID on the BB, allowing you to use any carriers BB OS package.
So, if you skipped over deleting the VENDOR.XML files from your PC, then it is doing exactly as it should...ignoring the installed BB OS package since, by virtue of the cross check, it senses that the OS package is not from the carrier for which the BB was originally manufactured.
