I have seen the same problem with Blackberry Desktop Manager 4.6 on XP/SP3.
The only solution I've figured out is to close Desktop Manager then go into
Task Manager and kill the RIMDeviceManager.exe and BbDevMgr.exe processes.
Next time I bring up Desktop Manager it sees my Blackberry just fine.
Pretty crude solution but I don't see anything in Desktop Manager or Device
Manager that lets you unplug the Blackberry gracefully or reset the two
programs. I've looked into using other versions of Desktop Manager but
I haven't seen this problem addressed in the materials I've read.
There is one note on blackberry.com about turning off the Device Manager
Power Management option that cuts power to a USB Root Hub when a device
is disconnected but that didn't seem to make any difference on my Dell
