I recently restored a backup of the data onto the phone from the PC.
All data is in place except the email setup.
The phone asks me to put in User Name and Password to access the email settings, for "existing users". I did not put any password of the sort before backing up. I am unable to use the service.

Hi and Welcome to the Community!!
The password is likely either your BIS credentials or your BB ID credentials, one (or both) of which is required so that your BB can properly interact with the carrier/RIM servers that handle your email.
I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Delete and Resend Service Books
3) Batt Pull Reboot
Hopefully that will get things going again for you! If not, then you should contact your mobile service provider for formal support.
