Error 102 and not able to load OS through App Loader

Error 102 is showing on d screen.
Tried to solve the problem according to the blacberry's solution available on the site but nothing happens.
I am not a BIS user,i used my fone over Wi-Fi.
Tried to load the OS7.1 which was downloaded from Telenor Norway carrier and i have Device Software 6.1.38 intalled on my system.
please help me out .

Hello,

Many OS versions are restricted to BIS customers only...I recall 7.1 being so. Since you do not subscribe to BIS, you therefore are not eligible to install that OS level.

To resolve the 102, you should therefore reload your current OS version, not any update.
