Why don't you try a Clean OS reload as suggested ! Please do a backup then perform a Clean OS Reload.

If OS Reload also failed then I think you have to contact your Service provider for repair option. Regarding your contacts have not done your Backup as suggested ? If your have then you can Restore your backup using Desktop Software.
