I experienced the same problem with my Blackberry Torch and the phone was not communicating with my email server. After spending many hours on calls with Blackberry support (which was escalated back to Canada) and my Internet services provider, no one could really figure out why it was happening. I had also wiped my phone 4 times. My internet services provider had told me the Port should have been set for 587 (I could not change that) so we took SSL off. Still no luck.
Then I finally decided to attach the phone to the Blackberry Device Manager and I did a full update of the system. This basically cleared the phone and reinstalled the operating system and I had to start all over. It worked, I have full email functionality again.
