Host Routing Table Issue

So I bought my BB Torch off a mate and switched my plan over to a Blackberry plan so I can use BIS and all that other good stuff. However, my BIS is not connected and I have tried every way possible to register my Host Routing Table and it still comes up blank. Like it says registration message sent and nothing happens.
Ive called technical support and they tell me to do the HRT process but nothing works.
My browser works fine with Facebook and Twitter but not very many other sites.

Oh my BIS is active on my plan but it wont register on my phone.
Solutions pleaseeee.

On your Manage Connections screen, click on the Services Status.
What is the status of the BlackBerry Internet Service?

Resend Service Books:   KB02830 Send the service books for the BlackBerry Internet Service

Then, with the BlackBerry device POWERED ON, remove the battery for a minute, and then reinsert the battery to reboot. A reboot in this manner is prescribed for most glitches and operating system errors, and you will lose no data on the device doing this.

 

ALSO, ask your mobile provider if they show your PIN provisioned correctly to your account AND if they are certain that the BlackBerry Data Plan is on your account.

 

I've seen too many times they said it was, and it wasn't. Never hurts to double check.

Advanced system settings > Service book > does not contain an entry for blackberry internet services

I'm not sure about whether it is provisioned to my account, however I am 100% sure that my blackberry data plan is active.
Would it be a problem if the previous owner had registered the pin and switched to a different plan?

Update: so I put my sim into my friends torch 9800 and I instantly received a registration completion text message. So the problem is the actual handset.
The previous owner had no problems with the BIS.
Techincal support via my carrier said something about my phone not being able to connect to the Blackberry server or something along those lines.
Help please :'(
