Host routing table is blank even after registration

i have a bb bold 9900 . i cannot access apps like bbm , a phone technitian told me that the phone must first be registered with rim via HRT. i sent the registration request and still nothing happens, even after i do a battery pull the HRT section is still blank.. can anyone please assist me with solving this problem i really need yall expertise, plz do not hesitate to contact me for any info regarding the phone. thanks in advance

Hi and Welcome to the Community!

Populating the HRT is, as you have learned, the first step in getting your BB to function for BB-proprietary data services on your carriers network. But, no one here has any access to your carriers systems so as to figure out why their system is having trouble with your specific BB. You must contact your mobile service provider, as only they have such system access.
