I have a Bold 9900 running 7.1 bundle 2061 (v220.127.116.114, platform 18.104.22.1682) and BBM 22.214.171.124
I can recieve BBMs no problem but I can only send BBMs to one contact - and even then they are slow or not all of them go.
Emails/data/etc all fine - no problems.
I have tried pulling the battery and also re-sending service books and re-registering on the Host Routing Table (but as I say, no problems with email etc, so I didn't expect this to work)
UPDATE: I have also uninstalled BBM v7 and am now unable to reinstall!: I just get a blank blue screen and eventually a "cannot set up BBM. A temporary BBM server error has occured" message
UPDATE#2: I tried downgrading to BBM v6 and that didn't help either....

It does not sound like you have done exactly these steps, in this precise order...
With a strong carrier network signal (e.g., not merely WiFi), I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Resend Service Books (pre-BB10 devices only)
Hopefully that will get things going again for you! If not, then you should contact your mobile service provider for formal support.
