Hi.... and welcome to the forums....
How is the memory on the device?
The first item to do is pull the battery while the phone is on and reboot. Does the symptom persist?
If the phone is under a moonth, you can return it for a new device with most carriers. If it is over a month, they will send you a refurb.

I have pulled the battery many times sometimes for hours on end and still have problems.. I also tryed air to blow out stuff from under the keys thinking that was it but no luck.. Looks like i need to mail it back.

Please go to your OPTIONS/STATUS and post your memory.
Please post what type of phone you have.
If your phone accepts a memory card, please let us know if you have one.
You may just have a low memory issue and the phone is not working correctly due to low memory.
Or, you may just have a legitimate issue with a bad keyboard. The fact that the phone keyboard works sometimes and then stops almost sounds like your possibly out of memory on the device.

I would challange for a new replacement phone.
Your memory looks good.
Just curious, are you running the .167 OS?

The problem appeared within the first month, however, is sporadic. I thought it was a user error and ignored it a few times, by then the 1 month / 30 day return policy expired. Out of luck!
when this problem occurs, one cannot even call 911 for emmergencies. AT&T tech helpdesk doesn’t know the root-cause / fix. Any Suggestions?

I hate to be the one to tell you this, but I had the same problem with mine.
Your phone is bad and it needs to be either returned or repaired.
I got lucky with mine as it happened within the first 30 days and I was able to exchange it.
If you are past your 30 days, yours migh still be under warranty, maybe that is an option.
