and fill out the form. Use, in the "Please select a component:" field, the AppWorld Billing/Payment selection. Be sure to also include the reason why you have exceeded your maximum allowable PIN associations to AppWorld (e.g., multiple RMA, warranty replacement, etc.).
However -- for the situation about receiving emails from the prior owner, call you carrier...you may have a bigger problem with that. If the PIN remains attached to the prior carrier that this device was registered with, the only way to remove that is to have that prior carrier release the PIN...and typically only the prior owner can authorize that action. And until that happens you won't be able to configure email on your device. Call your carrier.
