Can you explain in a little more detail what you are trying to achieve? Apps that support integration with BBM do so locally on the device, however you will need a blackberry data plan in order to use BBM and the majority of apps on a blackberry.

You need a blackberry data plan (not a generic data plan) to use these apps, even if you want to use them just via wifi.
