Any known workaround?
I have tried this on BB 9900 and BB9360, from India,, airtel connection. and I have BIS service plan on my mobile.

Hi and Welcome to the Community!
With a strong carrier network signal (e.g., not merely WiFi), I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Resend Service Books
Hopefully that will get things going again for you! If not, then it could simply be internet and/or carrier data network congestion, a problem with those specific sites, or some other cause. You should also try via both carrier data network as well as WiFi, if possible with two devices simultaneously so as to try and best replicate the same potential congestion issues. Otherwise, you should contact your mobile service provider for formal support.
