What are you downloading and from where ? Is it a personal phone ?

Open your Browser > Press the Menu Key > Options > Scroll down to Clear Browsing Data ( Mark all Fields ) then Clear Now. Then perform a battery pull restart like this Device powered On remove the Battery wait for a min. then re-insert it back .
I assume you have a good download speed , Or you can try it over wi-fi. Please try those steps and see if that helps.
