When I compose an email message and then use the menu key to "Add Bcc:" the mail is delivered to all of the recipients listed in "To:" and "Cc:" but the mail is not delivered to any of the recipients listed in the "Bcc:" field. I have also seen the identical problem on a BlackBerry 8330 which uses an entirely separate account but the same Exchange 2007 OWA server.
BlackBerry tech support has not been able to identify the source of the problem and they are still trying to figure it out.

Ask your BES Admin if the IT Policy "Allow BCC Recipients" is set to False.
It is listed under Device Only Items within the IT Policy management interface

We do not use BES. Does your suggestion also apply to a BIS user, is this a setting on the Exchange server?
Wow, I'm a total moron and even though this is in a BIS topic I didn't realize it. Sorry. Have your Exchange admin look through the message tracking logs to see if the message is even making it to the server / your outbox.

so the message after being posted on user's sent items, is msising the bcc field? only The TO: and CC: recipients are present in the sent item on OWA?
Is it afffectting all users on this EXCH OWA/ BIS set up? Have you tried another EXCH OWA/ BIS setup?

Yes, only the "To:" and "Cc:" appear as recipients in the OWA. However the handheld also shows the "Bcc:" as a recipient.
