Older Curve 8310, Orange Dot & Certain Functions Restricted-Solutions?

It's an older silver/gray Curve 8310, works great except won't text. Did a hard reboot, wiped phone, downloaded new and updated from BB website. ATT network. There's some code or firewall or restriction in the phone that restricts me from changing functions, formats. In front of the items I want to change (like text formatting) there is an orange dot, an indication that this item cannot be changed. This may be a former corporate phone with restrictions. Thought it strange that hard reboot didn't eliminate the restrictions. Any solutions? Tks

If there is indeed a latent IT Policy, then there is only one way to remove it...and while I can't tell exactly what you mean from "hard reboot", it likely is not the proper methodology. To check, though, see this:

And, even if that seems to result in a negative, there may still be a "stealth" IT Policy on board...rare, but they exist. To cleanse, you must do this:

  • KB31291 How to reset a BlackBerry smartphone to factory settings using BlackBerry Desktop Software


Of course, be sure to take a backup before and perform a restore after...but do not do that wholesale. One of the backed up databases contains the IT Policy and, if you restore that, you'll be right back where you started. Rather, only backup/restore those specific databases you required, specifically avoiding any that have to do with IT Policy.
