Problem pinning!?!?

I have a Blackberry Curve 8330 from Telus. I am having a problem trying to pin someone from the Rogers network who has the Blackberry Bold 9000. I can not get a request through and the person never receives a request from me at all. From my understanding you can pin anyone in any network because its "Blackberry". Is there settings that I have to change, or is there something that I am doing wrong? I have the correct pin so that is def. not the issue! Please let me know!

PIN messages can be blocked by IT policy, does that person get PINs from anyone?

Well we both recently just got the phones....and i tried pinning him....and my fiance tried pinning him to (shes on telus as well) and it doenst work either....
