Recently I tried to sync my BlackBerry Torch 9860 model with Microsoft Outlook 2010 (specifically the tasks from Outlook) and a synchronization error message came up saying:
"Unable to access local folders. If your Outlook profile uses the Hotmail connector, you must create a local data store (PST) and set it as the default delivery location for the profile"
Can anyone explain how to do this?

Hopefully it contains something useful! There also are multiple existing threads on this site that discuss that exact error...your review of those might prove useful, and a search of this site, using the error message, error code, or symptom, should reveal all applicable existing threads to you.
The tricky part for you is if you must use the HotMail connector in your Outlook client...if you need it, then you simply cannot use the Desktop Software to synchronize your data with your BB, for they are not compatible with each other. Rather, you can configure OTA sync of your Contacts against the Outlook.com server, but they do not support OTA calendar, so you will be stuck there.
If you do not need the HotMail connector for Outlook, then you can remove it by changing your Outlook Profile to no longer use the connector (removing the connector might prompt you for the proper things within Outlook). But consider this very carefully...you have the connector for some reason, so consider carefully if you wish to proceed.
A fallback would be to export, from Outlook, your Calendar and Contact data, then import that into your BB. To do so, you'd need to use Desktop Software 6 or earlier, as that function was removed starting in version 7.
