RSA Activating BIS on prepaid phone

I want to give my old BB Bold 9700 to a friend. I have deleted all my info from the phone and inserted her SIM card. I downloaded WhatsApp and created a profile for her but it doesn't work. She is on prepaid with Cell C, and I can make calls and receive SMS messages but it won't send an SMS. Any ideas??

Please start with this:

  • KB05099 Steps to take before selling or after buying a previously owned BlackBerry smartphone

From your post, I cannot quite tell if all "seller" steps were properly completed...and they must be before even attempting any of the "buyer" steps.

 

If all has been completed and this behavior continues, then contact Cell C...SMS is part of voice-level services, and has nothing to do with any RIM-provided or data-level services. Cell C is 100% in control of all voice-level services.
