I think you have two issues . First , In order to setup personal email we need BlackBerry Data Plan on our account , do you have that ?
Regarding your second issue , as you had delete email setup application from your device , To get it back on your device Connect your device and run BlackBerry Desktop Software , In Desktop Software Click on Applications wait for a few min. untill your application list loads , then scroll down and look for Email Setup a + sign will appear next to that application. Click on it to install it on your device,But while doing those steps make sure your PC has an active Internet connection.
