Can you Connect your device and run BlackBerry Desktop Software , Click on Applications > Wait a min. until the list refreshes and loads. then scroll down and locate Email setup Application , if you are able to loacate and see a + sign then Click on it then apply , try it to see if that adds the Email setup on your device . But be sure that your PC is connected to an Active Internet while performing those steps.
Please try it and let us know if that doesn't help.

Do you have BlackBerry Data Plan on your Account ?
If you already have BIS on your account and If Desktop Software is not allowing to add this Email Setup application , then please refer to this Knowledge Base to resolve your issue :
KB10773 : The Email Setup application is missing from the BlackBerry smartphone.
Try it and let us know if you face any problem while following those steps.

Well done ... I am glad that your problem has been sorted
