Stolen Device

My Bold 9900 was stolen 6 days ago, I've just seen that the phone became active 10mins ago.  How can I ensure that BlackBerry Protect is turned on without having it in my possession in order for me to track it?  Is there anyway of finding out the cellphone number that's being used on my stolen phone - perhaps the network provider can help me to track it.  Also, should I lock the device - I'm afraid that it won't be switched on again if the person who stole it finds it unusable and never switches it on again, how do I track it then?

You can't ensure that Protect is "turned on". It should be running IF the new "user" has changed nothing on the device... same SIM card, etc.
