Hello forum members - I have a good challenge for you all.
I bought a second hand bb 9700 3 months ago. I had the phone on pre-paid BIS + Airtime so I could have access to the internet, bb messenger, gmail email, and phone-related uses. The phone worked fine with no issues whatsoever.
Last week, I tried calling someone and received the message “Call Failed”. I thought it was credit so I tried loading airtime on the phone. When I did that I received the following message “Supplementary Service Error: General Error”.
It’s been 1.5 weeks and still the phone does not work:
I have tried re-sending service books, hard reset pulling the battery out, manually registering with the wireless network.
I there is a smart cookie out there, I need his/her assistance pronto; no point in having a phone if I can’t use it.
I appreciate the support.

Given your description, I suggest you contact your carrier for formal assistance with the voice component of your BB. After all, you are paying them to deliver the service to you...

First of all please switch off the phone put out battery and SIM, after 30 seconds put in back Sim & battery. hopefully it will resolve
Go to Options > Call Management> In call setting > Under Identity Restriction Option Select “Network Determined” as the option > Save > perform device Hard-reset
Kindly check and update the O/S
Flash device and reload O/S( ensure backup is performed)
issue resolved at 100 % ..
