Torch 9860 stuck in reboot cycle

My phone is stuck in the reboot cycle, it reachs about 25% on the bar and starts the reboot all over again. I have pulled the battery, and tried to restart in the safe mode, neither option has worked. Can anyone offer any other suggestions?

It just happened to me last weekend in the middle of a conference call.  All we could do was to reinstall the OS system which means that you may lose whatever data you did not back up in your last sync.  You will have to connect via Desktop software and select update when it tells you it cannot connect.  That was my solution, but maybe others have one that will not mean loosing your data.
