You'll need to connect to BlackBerry Desktop Software to get your phone's OS loaded properly. Sometimes when you update and/or backup your phone, it doesn't go through the entire process on the first attempt.
So unplug your phone from your PC, close BlackBerry Desktop Software, open the software again, plug your phone back in and try again. If your phone is not connecting to BDS, have a look at this article:
