HI I AM USING A UPDATE FACEBOOK BUT IT ONLY WORK ON WIFI SINCE I AM ALREADY ON BIS IT GIVES ME A MESSAGE THAT I NEED TO SUBSCRIBE TO DATA PLAN IS IT BECAUSE IT IS NOT SUPPORT IN SAUDI ARABIA NETWORK (I.E. I AM USING MOBILY NETWORK) ANYWAY JUST WANT TO KNOW HOW I CAN I RESOLVE THIS ISSUE ......THANKS

Hi and Welcome to the Community!
To start and so as to rule out one particular cause (e.g., missing Service Books), I suggest the following steps (while fully connected to your carrier data network, not when connected only via WiFi), in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Resend Service Books
3) Batt Pull Reboot
See if that helps. If not, then you need to talk to your mobile service provider about the possible restrictions they may have.
