Did you notice after the wipe but BEFORE the activation if File was still missing?
Maybe something got messed up in the software... Have you tried reloading the OS on the device?

What do you use your BES server to attach to MSexchange. Lotus Domino etc.

Also, did you register the phone via HRT and resend the service books?
If that doesn't work I would reload the DEvice OS.
