To check your device operating system version open Options-About
Operating System upgrades are providing by wireless providers.
Check this link: Blackberry OS FAQ
There are instructions how to upgrade/downgrade your Blackberry OS, and there are links to download necessary software.
Wireless providers disfavor that but it is possible to install OS for your device model but from another wireless provider.
When you've installed OS package on your desktop computer - delete Vendor.xml file from installed OS files, connect device to the computer and run Blackberry Desktop Manager to install the OS.

Remember that not every carrier has changed to the latest OS.
Each Carrier does a deal with RIM for every handset - the OS is hardcoded with Carrier specific details (ie startup logo, etc).
The carrier needs to approve the new OS for each handset and then RIM host it on their website under that carriers section.
Then you can download it...
