Hello -- "best" is a challenging question, for it depends mostly on the human...but, it's all a matter of having the proper apps installed to your PC so as to be able to use the file format that the video files are in. In most cases, they are 3GP (you do need to check yours to be sure). If you then search out the proper apps for your PC, it will be able to play them just fine. I think that QuickTime has a good codec available so as to properly play them on the PC, but you'll need to do some digging to figure out what will be "best" for you.
