OK...here's the procedure you need:
Beware of all of the warnings it states. Afterwards, when you do your restore, do not do a wholesale restore as that will simply put the IT Policy back onto your BB...rather, do a selective restore of only those databases you absolutely need, and especially leaving off anything to do with IT Policies:

I am now having a problem with BB9860 cannot connect to bis even though I am subscribed, status is not connected.
I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Resend Service Books
3) Batt Pull Reboot
Hopefully that will get things going again for you! If not, then should contact your mobile service provider for formal support.
Also the firewall has a red lock
Hmmm...that normally is also controlled by IT Policy...are you sure that the process above was fully completed, and that you did not restore the IT Policy after cleansing it?

Yes, but it also would not be the first time reported here that a "new" BB had an IT Policy on board...
I completed step 1 but step 2 can't be completed since it request for enterprise account that I do not have access to.
So you received the "registration" message correctly from step 1? Please note that, if not, then step 2 (Service Books) is moot.
And, for step 2...there are 3 methods to send your Service Books, and only one of them would result in the challenge of seeing Enterprise only. Therefore, why do you not attempt one of the other methods for Sending the SBs? In any event, if you are still seeing only Enterprise and not Internet/Personal, then your carrier is not yet properly delivering BIS services to you. Hence, contacting them for assistance would be required.
As for firewall I followed the steps you earlier of going to the pc software and doing factory reset but can't remove the lock.
All in all, this new BB should not be causing you so much trouble. If it remains under warranty, I'd suggest you take it in for replacement...
