My Blackberry 9790 is currently running OS 7.0, but I clearly see OS 7.1 version on the internet. My Blackberry Desktop manager however isn't notifying me of any new updates, it says I already have the newest one but I know that's a lie. I've tried deleting the Blackberry Desktop Manager and re-installing it; still no update notification. I already downloaded SO 7.1 from the RIM's website specifically for 9790s, installed it, but still no SO update available. I just tried installing the OS 7.1 manually, restarted my phone but still only have SO 7.0, why?!

The simplest way is to, on a PC (you cannot do this on MAC):
1) Uninstall, from your PC, any BB OS packages
2) Make sure you have the BB Desktop Software already installed
3) Download and install, to your PC, the BB OS package you desire:
4) If that OS package is from a carrier other than the carrier for which your BB was originally manufactured, then delete, on your PC, all copies of VENDOR.XML...there will be at least one, and perhaps 2, and they will be located in or similarly to (it changes based on your Windows version) these folders:
5) Launch the Desktop Software and connect your BB...the software should offer you the OS package you installed to your PC. If, during the process, your BB presents a "507" error, simply unplug the USB cord from the BB and re-insert it...don't do anything else...this should allow the install to continue.
Don't forget to backup. Further, if you do not install, in addition to the Desktop Software, an OS package to your PC (e.g., you skip step 3 above), then you are limited to only the versions of the BB OS that your carrier has sanctioned (as shown in the official download portal).
If you are on MAC, you are limited to only your carriers sanctioned OS packages...but can still use any levels that they currently sanction. See this procedure:

Your advice was very professional but unfortunately even by following them step-by-step, it solved nothing.. I am still stuck on OS 7.0.
I don't get it.. I'm going to record myself doing it again so you can see and infrom me of what I'm doing or not doing correctly.

Checking very quickly (using this thread for reference as to which carriers support the 9790), I see that Telus has 184.108.40.2063. Your carrier remains on 220.127.116.118, so you definitely need to include the steps in the process by which to use an OS package from a different carrier.
Going through the process, documenting exactly what you do, and exactly what happens in each step, should help us to figure out where there may be an error. But, you definitely should, with that process, be able to use a 7.1 package from any carrier.

Alrighty, this is me deleting my Vedor, installing the OS 7.1, opening my B.B.desktop manager, connecting my phone, checking for updates, and showing the available OS version I have access to.. but no SO 7.1 Why?

Well, for one thing, the things you listed are out of order...you must go in the order that the steps are written. Deleting VENDOR.XML file(s) happens AFTER you download and install the 7.1 package to your PC...in your list here, you did that before, so when you next installed the 7.1 package, it dutifully put the VENDOR.XML file(s) back onto your computer, which then prevented the Desktop Software from using that OS Package...
Try again, slowly, and do every step, and do them in order.
I also don't know what to make of those images...they are pretty small, blurry, and hard for me to make sense of.
I also don't see any mention of Step 1 in what you reported...

Sorry, I actually sent my report without seeing your requests.
Keep in mind that that was my second attempt and that those pictures I saved in the wrong order.
I will try again however. My first attempt, there were no other SO files on my computer because I just download the Blackberry Desktop Manager. I did download and installed the SO 7.1 before deleting my Vendor the first attempt as well. But just so I know, where do I find the file to which my current SO is located (so I can delete it)? As for the pictures, I didn't think they would upload so small, I'll take new ones and increase the size.

Yes, sorry I meant "OS". I deleted everything related to Blackberry from my computer, re-installed Blackberry Desktop Manager as well as the OS 7.1, deleted the only Vendor, connected my phone, checked available updates and still nothing.. sigh..
