I thought I would try n delete then reinstall but there's no option anywhere to delete bbm

In my case, I as well cannot get BBM to complete all of the installation steps (in my case, it has to do with the fact that I have no active data plan from my mobile service provider...such is a prerequisite for BBM, so I do not expect it to actually function on my device). But, in your case, removal (per the above) and trying again may be prudent.
Did it ask for and successfully update the BB Identity app as well? If that did not succeed, then you may need to force that.
