Hi and Welcome to the Community!
Please try this sequence...note that, throughout the entire 4h15m process, your BB must remain connected to a known-good wall charger (not PC USB):
This has been known to "kick start" some BBs.
It is also possible that your battery or BB has experienced a problem...to test, this sequence is needed:
The results of this will indicate if it's your BB or your battery that has the problem.
Good luck and let us know!

"Issue not resolved"...hmmm...I can only guess from that. Especially the 2nd portion of the above..."issue not resolved" provides no feedback about that process, and that process would root out if the issue is your battery or your BB. If your battery, then what you seem to be requesting would not be helpful. If your BB is the root issue, then maybe what you are requesting would be helpful...maybe.
So, lacking the actual results of that 2nd test sequence, here is what you requested:
You may, however, require additional instructions...sometimes, one of these can work:
Then again, if the issue is your BB hardware itself, then no amount of OS/software level activity can help.
