Your memory is still extremely low. I have a curve 8330 and generally have 45mb with 8 third party apps.
I just reread the whole thread again, do you have any pictures,music,videos etc on your device? Do you have a media card? Any files put on the BB will use device memory. All media type should be put on a media card which will not effect the BB device memory.
Please let me know!

Is this Device running (or was) on a blackberry Enterprise Server for a company? If so, it may be an IT policy restricting the use of the camera..
Do a back up, remove the software and reload the latest from ur carrier..

Ok the first thing you want to do is a Backup of your device Have you done backup before?
When you load a new version of the OS it will wipe out your current information. Calendar contacts ect. As well as any third party apps that you may have.
Once you have a good backup follow this procedure to load the new operating system. It's from the BB knowledgebase.

One more thing I thought of.
Go to OPTIONS -ADVNCED OPTIONS - HOST ROUTING TABLES click on it and menu key thena select REGISTER NOW.
This will push out the otions on your phone again.
You will get a verification email. Battery pull and try the camera.

OK, based on some of the stuff in this thread I was able to successfully rejuvenate the camera on a device I have.
I went through closing applications like suggested and even ran the memory clean. Those alone did not fix it.
What did fix it was using JL_Commander... I used it to get the list of modules (javaloader -usb dir > modules.txt) then opened modules.txt in an editor and searched for PTT. I don't use PTT and it was always in the switch to aplication list.
I used the command
javaloader -usb erase -f net_rim_bb_phone_ptt_app
to remove PTT (I recommend using the name you get by doing the directory in case it is different on your phone)
Once the BlackBerry finished rebooting, PTT was no longer installed and my camera was working.
Thank you for all the suggestions that put me on the right track to fix my 8310. I hope these additional details prove useful to someone else as well.
