Welcome to BlackBerry Support Forums
Please try a battery pull restart on your BlackBerry , do it by removing the Battery while your device is Powered On then wait for at least a minute then reinsert it back, your device may take a long reboot . After reboot please check if your current issue resolves.
If issue persists then you can try a self test on your BlackBerry or even an OS relaod , refer to those KB Article for help :

Neither of the solution have worked
Interesting ... !
So within those 40 minutes what have you tried ?
OS Reload or a Self Test on your BlackBerry which include the Camera test ?
Did your device Camera passed the Self Test if not then it is an hardware issue and you have to visit your service provider for further help .
