my blackberry i downgraded because the wifi was not working then i upgraded it again once i connect the wifi i can open from the browser but when i try to open the app world is not working and saying contact service provider

I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Delete and Resend Service Books
3) Batt Pull Reboot
Hopefully that will get things going again for you!
If not, what is the status of BlackBerry Internet Service inside of Manage Connections > Services Status?
Otherwise, perhaps you should do exactly as the error message recommends?

Sure...but from what you've described, I don't recommend those steps...perhaps you left something out? Nevertheless, it's your choice as to what to do...
but can you plz give me the steps for the hardware reset
I don't know exactly what you mean by that request...there are many different things one could interpret from your words...on-device WIPE, WIPE with Desktop Software, WIPE with BBSAK. Each has a different level of result, so I'm not sure what you are looking for.
or how to return it to factory settings again
