Contact your BES admin for your activation information. If you work for a company providing you with BES, contact those admins. If you have subscribed to a BES-level account from some service, then contact them.
If you don't have BES level service and instead will be using only personal email accounts, then you need to be sure that you are subscribed to a data plan that is adequate to enable that service. To do that, you contact your mobile service provider as they are your provider.
