Is this your contact list for BBM? If you registered your email with BBM on a prior device then using your email address should bring back your contacts. If you made a backup to the media card or device from BBM then you can use that method. If not, then you would need to restore BBM from a previous backup made with Desktop Software. If you don't have any of those then you may be out of luck.
Newer versions of BBM use BBID for contacts backup and it is all automatic. Make sure the device has the most current version of BBM installed.
